I hope you are enjoying the Labor Day Weekend.  This is my first report since mid-July.  I will touch on several items, but nothing particularly exciting has occurred lately.

 

The City has a new Economic Development Coordinator.  Doug Potts joined us in late August to succeed Alicia Gay who resigned to take a position in the private sector.  Doug has extensive experience in business and in economic development.

 

The Board of Aldermen approved the appointment of Jerad Seurer to the Planning & Zoning Commission.  P&Z is continuing its review of the City’s comprehensive plan in an effort to guide land use and future development in a manner that will keep Dardenne Prairie financially viable while retaining the charm that prompted so many of us to choose Dardenne Prairie as our home.

 

The Board of Aldermen also approved the reappointment of Craig Stankovich and Michael Luna to the Barathaven Community Improvement District Board of Directors.

 

Storage Q on Rt. N east of Bryan Road will begin phase 2 of its development by adding on to its existing indoor storage facility.

 

After a lengthy discussion the Board of Aldermen approved a revision to the existing plan for the Cordoba subdivision being built now at the Bryan Road exit from Rt. 364.  Our City Code limits the “footprint” of any home to no more than 30% of the area of the lot on which it is being built.  Payne Family Homes request a deviation from the code to permit some of the lots in Cordoba to have up to 35% covered the building “footprint.”  The subdivision’s display homes are under construction and should be done in a few weeks and ready for home buyers to visit.

 

A three acre tract on Feise Rd. at Landgrove is being subdivided into two lots so a new home can be built.

 

Dardenne Prairie will join the Eastern Missouri Pavement Consortium.  The EMPC was created to specify the formulae (recipes) used in making concrete and to inspect the sources and quality of sand, aggregate and cement that is used to make concrete streets and sidewalks.  For many years the Missouri Highway Department (MODot) inspected and certified material coming from quarries and other sources to insure the proper quality was used in highway construction.  That practice was discontinued in the 1990’s and thereafter, contractors were required to test and certify their own materials.  Experience has taught that reliance on self-certification was sometimes misplaced.  Several cities have experienced failure of concrete pavement many years earlier than their estimated life expectancy. Dardenne Prairie will join St. Charles County, O’Fallon, St. Peters and several other cities to hire a testing/engineering firm to inspect and certify material sources and redi-mix plants to help insure that contractors installing new pavements use the correct formula and specified materials.

 

The Board of Aldermen adopted an investment policy to guide the City’s prudent investment of cash to improve our rate of return.  The City’s General Fund and several restricted funds are kept in checking accounts at a local bank drawing 3/10ths of a percent interest.  We want to put a substantial part of that reserve to work in Certificates of Deposit and Treasury Notes for periods of a few months to 3 years.  We expect to earn about 3% interest on the longer term CDs.

 

The 2019 budget process begins in September as the City staff prepares department budgets for next year’s operations.  In October the Board will review the operating budgets and begin consideration of the capital improvement budget for next year and for a period of about 5 years in the future.  We expect to publish a draft budget for public review in mid-November and have targeted December 5 for adoption of the 2019 budget in final form.

 

Prairie Day is just around the corner on Saturday, September 22.  We have about 55 vendor booths, lots of entertainment for the children, a performance by Contagious beginning at 6:00 PM and Fireworks after dark.  Come to City Hall Park and enjoy Prairie Day with us.

 

The next Board of Aldermen meeting is Wednesday, September 5. The Workshop begins at 6:00 PM and the business meeting begins at 7:00.  Come see your City Government at work.
